(1) At least five or more district sports associations can form a provincial sports association according to the provincial law.
(2) The state government can develop, expand and promote sports at the state level and build a sports-related structure as provided in the state law for the operation and management of sports.
(3) The state government can organize and coordinate sports at the local level and establish a district sports development committee in each district to manage and develop sports at the district level.
(4) In accordance with the local law, the local level may conduct sports activities and register sports organizations within its area.
(5) The local level will be able to build a structure as provided in the local law to carry out activities related to the operation, promotion and development of sports at the local level.
(6) According to this section, when forming or registering a sports association at the provincial or local level, if there is a national sports association or federation of the related sport, the permission of that association or federation shall be obtained.
